Apart from the Parliamentary side, we shall have to tell the Governor what arrangements are being made here, arrange for the statement to be made available to the Press not earlier of course than it will be available to the House of Commons, and also tell the Foreign Office and the Treasury beforehand of the arrangements we are making.

I gather that there is some possibility of the authorities in the House of Commons objecting to the statement, in view of its length, written reply. I hope that it will be possible to resist any objection of this nature that may be raised. If not, I imagine that the only alterna- tive will be to place the statement in the Library and to make a suitable reference to its being there in reply to the question.
